Why hasn't your life started yet?
Because you are waiting for a signal, and there isn't one. Lives do not start. They are noticed, usually late, usually in the middle.

The short answer: it has started. You are waiting for an announcement that is never coming, and the waiting has become a way of life in itself, which is the only thing actually standing between you and the life you are waiting for.
"I am ready, and nothing has started" is one of the truest sentences a person can say, and it hides a false assumption in its second half.
Nothing starts a life
There is no moment at which a life begins. There is no sign, no call, no door opening with your name on it. People who look back on a life that felt like it had a beginning are always describing something they only recognised afterwards: a small decision, a chance meeting, a Tuesday that did not look like anything at the time.
The feeling that it has not started is the feeling of waiting for the recognisable version. It never comes in a recognisable version. It only ever comes as a Tuesday.
What "ready" is doing
Ready is a good word that has been put to bad use. In its honest form it means prepared. In the form most people use it, it means I have done the waiting part and would now like to be collected.
The trouble is that readiness has no expiry and asks for nothing, so it can be maintained indefinitely. You can be ready for twenty years. Plenty of people are.
There is also something safe in it. A life that has not started cannot have gone wrong. The person who is ready has all of their possibilities intact, which is a comfortable thing to hold and a terrible thing to die holding.
The thing you are actually waiting for
Permission, nearly always. Not from anybody in particular. From the universe, from circumstance, from a feeling of certainty that will tell you this is the one.
That certainty does not exist. The people whose lives look as though they started with a bang were nearly all unsure at the time, and most of them were a little frightened, and they moved anyway. The moving is what made it the start.
What to do this week
Pick the smallest real thing that the started life would contain, and do it, badly, before Sunday. Not the whole thing. One real instance of it.
Send the message. Book the class. Write the first page. Walk into the room.
It will not feel like a beginning. It will feel like a small, slightly embarrassing Tuesday. That is what every beginning has ever felt like from the inside, and you will know it was one in about a year.
Where this is in the book
The Fragrance of the Sun is the second scene of the novel, and it is about a man who has been waiting for a sign that his life has begun. Morning arrives without any abyss in it, clean and indifferent, and gives him nothing. What he does with the nothing is the scene. It is free to read.
